We all see what we see. When I looked at this embossing folder, I saw dream catchers. Not snowflakes.

This is a close-up, I cut several small circles from different types of paper. This center is vellum. Then did some concentric cuts to make a dream catcher frames. It looks like I laced the rim. However all I did was secure at the top, then wind one string one direction around the loop, then the opposite direction with the other string. Add in some gems, buttons or beads to finish the look.
I have been playing around with stamped and die feathers.
